Frostallion can be found to the north-west of the snow mountain. Make sure you come prepared since Frostallion is one of the most powerful world bosses in the game with a level of 50. Once you catch Frostallion you can use him/her as a mount by crafting the Frostallion Saddle that unlocks at level 48 in Technology.
