The “Swamped” treasure hunt is found in the Citadel region. To finish it you will first have to find the treasure map and then find the treasure. Here are the locations…
Treasure Map. Talk to Khendra in the first camp to get the “Catch Up With Arif” quest. Then, just talk to Arif to get the map.
Treasure. Found under the arch near the tower once you have the “Swamped” treasure map.
