Go to the structure in the northern part of the desert.

Here you will have to light 3 braziers:

☝ Two of them can be lit with the chaos blades that are easy to find around the side of the building.

☝ For the other you will have to go around the north side and destroy the 3 red sacks with the axe. This will reveal an explosive pot next to the brazier on the roof. Hit it to finally open the chest.
