Jetragon is the fastest flying mount in Palworld and can be found in the northern reaches of Mount Obsidian. Just be aware that Jetragon is one of the most powerful World Bosses in the game, so go prepared. I recommend taking the rocket launcher and plenty of Legendary Spheres.
Remember that if you want to use Jetragon as a mount, you will have to craft his/her saddle. You can unlock this at level 50 on a Pal Gear Workbench.
