To get the Legendary Pokemon Lugia, follow these steps.
First, talk to Snacksworth at the Entrance of the Indigo Disk after finishing the DLC’s main story. He will then ask you to finish BBQ Quests in exchange for legendary Pokemon treats (the order will be random). Eventually, he will give you the Lugia Treat.
Once you have the treat, you can find Lugia in the next to the small sand island to the north-east of the Paldea region.
