This side quest will become available during standby phase 11 while playing through Yuito's Story, it can be accepted in Seiran City.
The best place to do this is Old OSF Hospital. In the location below you will find a Barrista Santa.
Just remember to be in SAS Psychokinesis as you finish him off, you will have to do this 3 times, so just teleport to anywhere else on the world map and then return to get the enemy to respawn.
