In the very first room of Booster Tower you will find 6 portraits. Investigate them and remember the order for later.
Continue up the tower until you get to another hall with the same 6 portraits in a different order and a locked door. Activate the portraits in the correct order (from youngest to oldest) to get the key to the door. Inside you will get the Chain Chomp weapon for Bowser.
