This is a missable achievement. The only time you can get this is the first time you go to the Slums. During the very first bounty you will have to go to the Slums. To get there you will go through one of two gates (where you have to take sides with the red or blue NPCs). Just after talking to the red and blue NPCs you will go through a tunnel. At the end a yellow NPC will be in the middle of the path. If you try and shoot, Kenny will not let you. However if you insist you can eventually shoot the NPC and get the “Fallout Doesn’t Let You Do This” achievement.
