There are a total of 20 Saints’ Cards in Mafia: The Old Country. Most of them can be found at shrines around the open world. You can explore the open world by going to Chapter Replay > Explore in the main menu. Some Saints’ Cards can only me obtained in certain chapters. Here are the locations.

San Francesco D’Assisi
Santa Barbara. Found on your right as you exit the mines for the first time during the tutorial level (you will get a side objective marker pointing you to it).

San Gennaro
Santa Rosalia. Found in the courtyard as soon as you get to Palermo in Chapter 12.
