You can start this quest in Dressrosa City Area by talking to the NPC south of the coliseum.
To finish this quest you will have to find and defeat 3 NPCs in the New Royal Plateau Areas. The first one can be found by going through the hole as Chopper to the west of the middle area. You will then find the NPC on the path to the right.
The next NPC can be found behind the blue building next to the north-east save point in New Royal Plateau: Bottom.
The final NPC can be found just before climbing up to the sunflower field in NRP: Top. Once they have all been defeated, head back to the NPC at the coliseum to finish the quest.
