You can start this quest by talking to the NPC outside the palace in Alubarna.
First, go to the Aroma & Armor Shop in Nanohana to get the perfume.
Next, go back to Alubarna and talk to the NPC at the end of the street to the west of the Palace plaza. Then, go to the main gate of Alubarna and fight the NPCs that can be found down the small set of stairs.
Finally, return to the NPC that gave you the quest to finish it.
