To get the “Wave Goodbye, Right Hand” trophy / achievement in Resident Evil 4 Remake you will have to kill the Verdugo boss in chapter 10. You will encounter this boss automatically at the end of the chapter, however you also have the choice to escape by using the lift. The easiest way to kill him is to press the switches around the area as he walks under the pipes. This will freeze him, allowing you to do much more damage with each bullet. Once you finally kill him, you will get the “Wave Goodbye, Right Hand” trophy.
