The “A Federal Offense” trophy is obtained by opening Sakuko’s Mailbox. You can do this during your second visit to Ebisugaoka. Once you reach the fields area, go all the way north to find a key next to the Tori gate.
Noew backtrack to the store area and open the mailbox in the street behind the store to get the trophy and the Spider Omamori.
