You can start the “Even More Pest Control” request once you get to the merchant after the Waste Disposal area in chapter 14.
You will then have to find the 4 rats in the Waste Disposal area. Here are the locations (just remember they do move around a little).
Rat #1. Found in the hall where the “Waste Disposal” text is on the map.
Rat #2. Get Ashley to hold the bridge up. The rat can be found on the other side.
Rat #3 & 4. Both of these rats can be found in the area with the switch that reroutes the power.
