During chapter 13 you will have to find a wrench to upgrade the keycard to level 3. To do this, go to the room above the incubation lab (the same room where you need the wrench to get access to the upgrade machine). Here get the Biosensor scope and put it on an assault rifle.

Then, go to the incubation lab main room where the 4 tubes are. Here you will have to look through the biosensor scope until you see a Regenerador (enemies in the tubes) with a wrench inside (this will be random). Finally, kill the regenerador by shooting the bugs inside (you can see them with the biosensor scope) to get the wrench.
