You can start this quest by examining the note on the wall at Francescas house in Beverly Hills after finishing the “Body Art: Uproar” side quest.
To finish this side quest you will need to get 3 Blade Arms. You can get these from Butchers. You can find a Butcher Hot Spot to the north of the fast travel spot in The Metro area. Go there, kill the Butcher and if you are lucky you will get some Blade Arms. If not, just fast travel to any other region and come back for it to respawn.
Once you have 3 Blade Arms, place them in the bucket near the note to finish the quest.
